Is anyone actually using the word "chippy" or is it a tourist slang?

I have this friend, EDIT: an expat, saying she hasn't heard that word for her 4-5 years living in England. She says "chippy" as "a place for fish and chips" does not exist in the British culture and is a way to distinguish tourists the same way no one living in San Francisco actually says San-Fran.
